How Democrats’ progressive-moderate split imperils Biden’s climate legacy

  • Administration’s agenda in danger because of infighting within ruling Democratic party
  • If Biden arrives empty-handed in Glasgow, there will be little hope for a breakthrough at COP26

DUBAI: Just days before he heads to the UN Climate Conference (COP26) in Glasgow, US President Joe Biden’s climate agenda is in danger because of infighting between progressives and moderates within his own Democratic Party in Congress.

The fight is over his domestic agenda presented in two bills: A social spending bill, referred to as Building Back Better; and a $1.2 trillion infrastructure bill which cleared the US Senate earlier this year. Both are considered legacy-leaving actions by the president, but one of them contains the most significant climate action ever taken by a US leader.

House Speaker Nancy Pelosi sounded optimistic over a deal between Democrats over the weekend, when the president met with Congressional leaders over his agenda, but nothing is in the bag yet. Pelosi said that Democrats are very close to a deal on the two bills. “I think we’re pretty much there now,” she told CNN on Sunday.

The original social spending bill of Biden, which includes the climate provisions section, began as a $3.5 trillion package, but the bill that is being negotiated now is much lower because of fierce opposition from moderate Democrats.

Two senators hold the key to reaching a deal over the bills and to a strong US position at COP26. The US can either lead with very ambitious position — or temper the high expectations of the summit if the two Democrats succeed in scaling down the president’s agenda in the spending bills.

The US is believed to have “contributed more to global warming than any other nation,” as The New York Times said, and if the US arrives at COP26 with a modest domestic plan to cut emissions it will make it harder to convince other polluters to cut their own emissions.

Sen. Sheldon Whitehouse told The Guardian newspaper that the US “will look ridiculous if they show up with nothing.”

This is also a make-it-or-break-it moment for the president and the Democrats, for they might never have another opportunity to pass their agenda, including their climate policy.

They now control both houses of Congress, and although it is a razor-thin majority in the Senate, they might not have this opportunity again if they do not win big in the 2022 Congressional elections.

The Senate is equally split now, giving each senator veto power over the budget and any policy decision, with the situation effectively making every senator “a president,” as Biden has put it.

Biden’s domestic agenda, including climate, is dependent on an agreement being reached within his own party this week, not only to preserve his legacy but also to guarantee Democrats a chance to keep power for another term in the next elections.

The majority of the Democrats agree with Pelosi that the bill that Congress is discussing is transformational and historic, and they liken it to the New Deal, the programs enacted by Roosevelt after the Great Depression. However, they have not been able to convince the two senators to toe the party line and end their opposition to the bills.

Joe Manchin III and Kyrsten Sinema are not only opposing Biden’s bills, but also threatening his domestic policy plan. They have been so dogged in their opposition as to prompt a prominent Democratic senator like Bernie Sanders to claim that it is “simply not fair, not right that one or two senators say: My way or the highway.”

Although they are both holding off on any breakthrough on reaching a deal, the objectives of Manchin and Sinema are not identical.

Manchin, from a coal-dependent state, West Virginia, has expressed concern over rising inflation because of the size of the package and its cost, but in practical terms, it is politics that is mainly on his mind.

His state and constituents depend on coal for economic survival; entire towns might cease to exist if West Virginia’s coal mines are shut down. The state also depends on coal-fired plants for 91 percent of its electricity production.

Manchin wants the $3.5 trillion price tag of the president’s bill to be cut in half to $1.5 trillion.

He is not in favor of one aspect of Biden’s climate change agenda — the part that seeks to encourage transition to clean energy. He said that energy companies are” already making the transition” to greener technologies and thus do not need tax credits and incentives.

Sinema, by contrast, is rather vague on what she wants in the package and what she opposes. US news media has reported that she supports new programs to promote clean energy and penalize businesses, but also wants to tax the rich.

Biden has spent hours meeting with congressional members of his party, especially Manchin and Sinema, in an attempt to convince them to back him before he travels to Europe for COP26 the end of the month.

Climate change is a high-priority issue for Biden and his administration. He made this clear when he signed an executive order for the US to rejoin the Paris Agreement the day he took office.

He considers climate change “everybody’s crisis,” and has called on the US to be serious about the “code red” danger of global warming. He has put his fight against climate change in the context of saving the planet, while his administration has framed it as a national security threat and an integral part of its foreign policy agenda.

This concern about climate change is shared by the US public — but along partisan lines.

Polls show that the climate provisions are very important to Democrat voters. One poll by the Associated Press-NORC Center for Public Affairs Research found that 83 percent of Democrats are very concerned about climate change. Such sentiments are not shared by the Republicans, of whom only 21 percent said that they are concerned.

When the president put his full weight behind his two bills, it amounted to a whole-of-government approach to the climate part of his agenda. Lobbying for climate action got a boost when the White House, Pentagon and the intelligence community put out two reports linking climate change and global security risks.

The Washington Post said: “Together, the reports show a deepening concern within the US security establishment that the shifts unleashed by climate change can reshape US strategic interests, offer new opportunities to rivals such as China, and increase instability in nuclear states such as North Korea and Pakistan.”

The Pentagon is reportedly incorporating “climate issues into its security strategy,” and is worried “that climate change could lead to state failure,” according to the newspaper.

Secretary of Defense Lloyd Austin said in a statement: “Climate change is altering the strategic landscape and shaping the security environment, posing complex threats to the US and nations around the world.”

Austin considers it important for the Department of Defense to understand the way that climate change affects missions and capabilities if the US wants to protect itself and deter war.

Another report, The Financial Stability Oversight, cited by Axios, referred to climate change as an “emerging threat” to US economic stability, adding that the administration is “factoring climate risk into planning at the Department of the Treasury.”

The FSOC, headed by Janet Yellen, “views climate related financial risks as an emerging threat to the financial stability of the US.” All these efforts by the administration and its departments were seen by the media as “warning measures” before the UN conference.

The Democrats are negotiating over a smaller package now and Biden has reportedly told party members that a package of up to $1.9 trillion is now the goal of the negotiations.

Other reports put the number at $2 trillion. Although this is a much smaller package than the originally proposed $3.5 trillion, it is closer to what Manchin wants and has a better chance of being accepted.

Despite the reductions, Biden has said that the Democrats are keeping the climate provisions in the infrastructure bill regardless of the opposition from Manchin.

There are also reports that a key component of Biden’s climate agenda, the Clean Electricity Performance Program, has been dropped from the final version of the budget bill. The $150 billion program, which is designed to replace coal-and gas-fired power plants with wind, solar and nuclear energy, is opposed by Manchin.

If the reports are true, the setback to President Biden’s climate policy and ambitions for the Glasgow conference would be huge. The program could “account for 42 percent of emissions reduction targets when tax credits are included,” according to news reports.

John Kerry, the US special presidential envoy for climate, was quoted by the Associated Press news agency as saying that any “Glasgow setback would carry reputational risk matching that of former president Donald Trump pulling out of the Paris Agreement again.”

Biden met with Manchin and Senate Majority Leader Chuck Schumer last Sunday in Delaware to try to reach a compromise. The negotiations are about what to cut and what to keep in the reconciliation bill, and how to pay for it. They are hoping to clinch a deal this coming Wednesday.

The numbers are getting closer to what Manchin wants. But while progress has been made as the White House said, the deal is not a sure bet yet. Until that happens and Congress votes on the bills, the US position in COP26 will remain tenuous.

COP26 in Glasgow was supposed to be the “America is back” moment on climate. It is important for the world to have the US back, especially on climate action, but if Biden arrives empty-handed there will be little hope for a breakthrough.

The summit might not deliver on a global emergency that has the slogan “our house is on fire.” The international fire brigade will be coming to put out the fire without the fire extinguishers. No one at the Glasgow conference will take their fire-fighting efforts seriously.

This is why the Democrats have to get their act together and unite on this. It is their only chance to “save the planet” — something Biden says he wants to do.

A fire broke out at another strike site, and at least ten garages were affected

KYIV: A Russian air attack on Kharkiv city center in Ukraine hit a high-rise residential building, injuring at least 15 people, including two children, local officials said on Tuesday.
It was not immediately clear what kind of weapon was used in the strike, but it landed on the 10th floor of the 12-story apartment block, officials said on Telegram.
Ihor Terekhov, the city’s major, said rescuers were searching for the injured.
One person was hospitalized in a serious condition, Oleh Syniehubov, the regional governor, added.
A fire broke out at another strike site, and at least ten garages were affected, Syniehubov said.
Kharkiv, Ukraine’s second largest city, and the surrounding region have long been targeted by Russian attacks but the strikes have become more intense in recent months, hitting civilian and energy infrastructure.

Two French prison officers killed in inmate's escape

ROUEN, France: Gunmen on Tuesday attacked a prison van at a motorway toll in northern France, killing at least two prison officers and freeing a convict who had been jailed last week.
President Emmanuel Macron vowed that everything would be done to find those behind the attack as hundreds of members of the security forces were deployed for a manhunt to find the attackers and the inmate who were all still at large.
Two prison officers were killed in the attack and two others are receiving urgent medical care, Paris prosecutor Laure Beccuau said in a statement.
The incident took place late morning at a road toll in Incarville in the Eure region of northern France, a source close to the case added.
The inmate was being transported between the towns of Rouen and Evreux in Normandy.
A police source said several individuals, who arrived in two vehicles, rammed the police van and then fled.
One of them was wounded, the police source said.
It was not immediately clear how many attackers there were in total.
"Everything is being done to find the perpetrators of this crime," Macron wrote on X.
"We will be uncompromising," he added, describing the attack as a "shock".
Justice Minister Eric Dupond-Moretti immediately headed to a crisis cell at his ministry.
"These are people for whom life counts for nothing. They will be arrested, they will be judged and they will be punished according to the crime they committed," he said.
Both the officers killed were men and they were the first prison officers to be killed in the line of duty since 1992, he added.
One of them was married and had two children while the other "left a wife five months pregnant", he said.
"I am frozen with horror at the veritable carnage that took place at the Incarville toll," said Alexandre Rassaert, the head of the Eure region council.
"I hope with all my heart that that the team of killers which carried out this bloody attack will be arrested quickly."
A unit of the GIGN elite police force has been despatched to apprehend the suspects.
Traffic was stopped on the A154 motorway where the incident took place.
Interior Minister Gerald Darmanin wrote on X he had ordered the activation of France's Epervier plan, a special operation launched by the gendarmerie in such situations.
"All means are being used to find these criminals. On my instructions, several hundred police officers and gendarmes were mobilised," he said.
Prosecutor Beccuau named the inmate as Mohamed Amra, born in 1994, saying that last week he had been convicted of aggravated robbery and also charged in a case of abduction leading to death.
The case has been handed to prosecutors from France's office for the fight against organised crime known by their acronym JUNALCO.
Law and order is a major issue in French politics ahead of next month's European elections and the incident sparked fierce reactions from politicians, especially the far right.
"It is real savagery that hits France every day," said Jordan Bardella, the top candidate for the far-right National Rally (RN) which is leading opinion polls for the elections.

JAKARTA: Indonesia’s President-Elect Prabowo Subianto wants to boost defense ties with the UAE, his office said on Tuesday, as he made the first official trip to Abu Dhabi since winning the general vote.

Indonesia-UAE relations grew under incumbent Indonesian President Joko Widodo, who in 2021 secured an over $46 billion investment commitment from the Gulf state. A year later, the two countries signed a free trade deal, which came into force last September.

Subianto, a former special forces commander and Indonesia’s current defense minister, is set to succeed Widodo and take office in October following his landslide victory in the presidential election in February.

On Monday, he was in Abu Dhabi to receive the UAE’s highest civilian honor, the Order of Zayed, in recognition of his efforts in enhancing bilateral ties.

“I hope Indonesia-UAE relations will continue to develop and grow in accordance with the ambitions of the two countries in strengthening cooperation across various fields, including in defense,” Subianto said in a statement after meeting UAE President Sheikh Mohammed bin Zayed Al-Nahyan.

During Subianto’s time in office as minister, Indonesia and the UAE agreed to strengthen defense ties with the signing of a memorandum of understanding in 2020, followed by a protocol agreement on the development of their defense industries in 2022.

Subianto’s visit to the UAE can be seen as a strategic move ahead of his presidency.

“As we get closer to his inauguration, Prabowo has gained a boost in confidence to directly meet with MBZ and discuss strategic issues at the bilateral, regional and global level,” said Teuku Rezasyah, an international relations expert from Padjadjaran University in West Java.

“It’s only natural that Prabowo is visiting Abu Dhabi because it’s one of the world’s biggest sources of foreign investments … Certainly, Prabowo wants to seriously guarantee that investments from Abu Dhabi will be very strategic in the development of Indonesia.”

India sets sights on Iranian port as gateway to Afghanistan, Central Asia

NEW DELHI: India’s newly signed deal to operate the Iranian port of Chabahar is expected to provide it a gateway to landlocked Afghanistan and Central Asia, offering possible competition to Pakistan’s Gwadar.

The 10-year contract, under which India will invest $120 million in Chabahar’s infrastructure, was signed in Tehran on Monday between the state-owned Indian Ports Global Ltd and the Port & Maritime Organization of Iran.

India’s Shipping Minister Sarbananda Sonowal welcomed the deal, saying the development of Chabahar was an “India-Iran flagship project” and that the port would be a “gateway for trade with Afghanistan and broader Central Asian countries.”

New Delhi’s commitment to Chabahar started in May 2016 when Iran, India, and Afghanistan signed a trilateral transit agreement to develop the port into a regional trade hub.

“The signing of the deal signifies the strength of bilateral ties between India and Iran,” said D.P. Srivastava, who was India’s ambassador to Iran when talks on the project started.

“The present agreement will build on progress achieved so far.”

India’s 2016 involvement in Chabahar came after the US eased sanctions on Iran. The sanctions were reimposed by Donald Trump’s administration in 2018.

After the signing of Monday’s agreement, US State Department spokesperson Vedant Patel told reporters that the sanctions on Iran remained in place, and that Washington would enforce them.

Prof. Sujata Ashwarya from the Centre for West Asian Studies at Jamia Millia Islamia in New Delhi said it was not likely that sanctions would affect India, as its presence was helping deter China — the main rival of the US — from becoming involved in the Iranian port.

“(India) will effectively keep China out of the project,” Ashwarya said. “If we are there, then China won’t be there, and the US would not impose sanctions.”

Located in Iran’s southeast, Chabahar is less than 100 km from Gwadar in southwestern Pakistan — a flagship project of the multibillion-dollar China–Pakistan Economic Corridor under Beijing’s Belt and Road Initiative.

Ashwarya said the Iranian port is Gwadar’s potential competitor.

“It is an investment in trade facilitation with an eye on making Chabahar a hub,” she said.

“It provides competition to Gwadar, it could potentially lead to a secured corridor to Afghanistan and Central Asia, which means that India’s trade with these regions can flourish and broaden.”

From fried Indian snacks to local sweet delicacies, family-run Indian snack maker Haldiram’s has long been one of the country’s most popular food brands. Now, foreign investors like Blackstone and Abu Dhabi Investment Authority want a big bite of it.

Haldiram’s was last year also an acquisition target for India’s Tata Group, one of the country’s biggest conglomerates.

Here are some facts about the popular Indian brand:

* Haldiram’s started in 1937 from a “tiny shop” in Bikaner in the western desert state of Rajasthan. It later expanded to New Delhi in 1983.

* The company’s website says it has 1,000 distributors and its products are available in 7 million outlets. It also exports to many foreign countries including Japan, Russia, United Kingdom and Australia.

* One of its most popular snacks is “bhujia,” a crispy fried Indian snack made with flour, herbs and spices and sold for as little as 10 rupees (12 US cents) across mom-and-pop stores. Haldiram’s calls it “an irresistible Indian snack” which can “captivate your taste buds.”

* Haldiram’s started exporting products in 1993. The US was its first market, where it began with 15 savoury products, and later, in 2016, opened its first overseas factory in the UK.

* Beyond snacks, Haldiram’s also sells ready-to-eat and frozen foods such as Indian curries and rice items. It also runs more than 150 restaurants which sell street-style Indian food, as well as Chinese and western cuisine.

* Last year, during deal talks with Tata, Haldiram’s was seeking a $10 billion valuation. Reuters has previously reported Haldiram’s annual revenues are around $1.5 billion.

* Haldiram’s has almost a 13% share of India’s $6.2 billion savoury snacks market, Euromonitor International estimates.
