RIYADH: A consortium of Egypt’s Petrojet and Enppi has won a long-term engineering, procurement and construction framework agreement with Petroleum Development Oman, giving the Egyptian alliance access to a project portfolio worth more than $6 billion, Egypt’s Ministry of Petroleum and Mineral Resources said.
The deal, signed at Petroleum Development Oman’s headquarters, runs for six years and places the Petrojet–Enppi alliance among four international consortia and contractors qualified to compete for projects through competitive tenders.
The expansion is creating new opportunities for regional contractors such as Petrojet and Enppi, as Gulf states increasingly pair large-scale project spending with policies that promote local content, technology transfer and workforce development.
The award comes as Gulf energy producers ramp up investment in upstream and gas infrastructure projects. In the UAE, ADNOC has announced $55 billion in project awards between 2026 and 2028, and Saudi Arabia is also increasing gas production capacity, with Aramco targeting an 80 percent increase in sales gas output by 2030 compared with 2021 levels.
Six-year framework
The ministry said the award supports its strategy to expand the overseas presence of Egyptian petroleum project companies, open new markets and increase exports of engineering and technical services. It also said the agreement reflects growing confidence in Egyptian companies among regional and international energy operators.
“This success comes as a translation of the directives of Engineer Karim Badawi, minister of petroleum and mineral resources, to support the expansion of sector companies into regional and international markets, enhance their competitiveness, and benefit from their accumulated expertise in implementing major energy projects,” the ministry said.
Local value
In Oman, the Egyptian alliance is expected to support the nation’s in-country value objectives by transferring knowledge, helping qualify Omani engineering talent and increasing participation by local companies and national supply chains, the ministry said. It added that these commitments align with Oman Vision 2040 and the country’s sustainable development goals.
The ministry said the selection of Petrojet and Enppi, alongside major international companies, reflects the technical and execution capabilities of Egyptian petroleum sector firms, as well as their track record in delivering large energy projects in line with quality, safety, and operational standards.
The award also represents a step in expanding cooperation between the countries in the energy sector, following coordination between Egypt’s Ministry of Petroleum and Mineral Resources and Oman’s Ministry of Energy and Minerals, the statement said.
Egypt’s petroleum ministry said the agreement reinforces the growing role of Egyptian energy contractors as partners in major regional and international projects and supports its strategy of turning domestic engineering and project execution experience into exportable services.
