RIYADH: ALMA Destination has signed two agreements establishing sustainable frameworks for public infrastructure management and water utility services across its 3.125 million sq. meter mixed-use waterfront development in Jeddah.
The first deal was signed with the Ministry of Municipalities and Housing, represented by Jeddah Municipality, to establish an operational framework for the management, operation, and maintenance of ALMA Destination’s public facilities, open spaces, parks, and shared infrastructure. It also covers cleaning, road maintenance, landscaping, tree planting, and other infrastructure works to support the long-term operation of the development’s municipal assets, according to a statement.
The second agreement was signed with the National Water Co. to implement and operate water treatment plants across ALMA Destination. The project seeks to strengthen environmental sustainability while enhancing the reliability and efficiency of water services throughout the mixed-use waterfront project.
Supporting Saudi Arabia’s ambitions
The deals come as Saudi Arabia continues to accelerate urban development under Vision 2030. The Kingdom aims to raise the national homeownership rate to 70 percent by 2030 while expanding housing supply and improving the quality of infrastructure and municipal services across its cities.
The Ministry of Municipalities and Housing is also advancing efforts to improve urban livability through integrated planning and public-private partnerships, with infrastructure development identified as a key enabler of sustainable cities and long-term economic growth under Vision 2030.
Impact of new agreements
The newly released statement said: “Together, the agreements constitute a pioneering public-private partnership model that supports sustainable urban development, strengthens infrastructure quality, increases the project’s investment value and contributes to achieving the objectives of Saudi Vision 2030.”
It added: “They also establish a more structured foundation for ALMA’s plot-led, multi-developer model by clarifying how municipal coordination, destination upkeep, public infrastructure maintenance and water-utility integration will be managed as vertical development advances across the masterplan.”
About ALMA Destination
Located in Jeddah’s North Obhur district, ALMA Destination is a 3.125 million sq. meter mixed-use waterfront development comprising seven districts with residential, hospitality, commercial, and leisure components. The project includes two man-made islands connected by canals linking the Red Sea to King Salman Bay, as well as 12.5 km of waterfront, more than 5.5 km of promenades, and 16 parks.
The development supports large-scale residential and mixed-use projects through integrated infrastructure and utility services. It aligns with Vision 2030 by encouraging private sector participation, attracting investment, expanding housing supply, and supporting sustainable urban development along Jeddah's waterfront.
