GENEVA: Leading officials within the Spanish Football Federation asked suspended president Luis Rubiales to resign on Monday because of his behavior at the Women’s World Cup, including kissing a player on the lips after Spain won the championship match.
The heads of the regional bodies that make up the federation (RFEF) made the request in a collective statement.
“After the latest developments and the unacceptable behavior that has caused great damage to the image of Spanish soccer, the presidents request that Luis Rubiales resign immediately as president of the RFEF,” the statement said.
Earlier Monday, the federation asked UEFA to suspend it from international competitions because of government interference related to Rubiales. However, in their statement, the heads of the regional bodies urged interim federation president Pedro Rocha to withdraw that request immediately.
The federation’s request for a suspension was widely seen as an attempt to silence some of Rubiales’ critics, including government ministers who have asked for his removal. Such a suspension would ban Spanish teams from competitions like the Champions League and could sway public opinion in favor of letting him keep his job.
Soccer’s governing bodies have longstanding rules barring national governments from interfering with the running of domestic soccer federations. However, UEFA will not comply with the Spanish federation’s request for a sanction, a person familiar with the issue told The Associated Press on Monday. The person spoke on condition of anonymity because the decision-making process was confidential.
Rubiales has faced a torrent of criticism from around the globe over his behavior at the Women’s World Cup final, including kissing Spain player Jenni Hermoso on the lips without her consent during the on-field trophy ceremony. He was suspended from office Saturday by soccer’s governing body FIFA, which is investigating his conduct.
Rubiales’ mother on Monday started a hunger strike in a church in southern Spain in defense of her son, demanding an end to “the bloody and inhumane hounding” of him.
The unprecedented request by the Spanish federation asking for a suspension seemed like a leverage play against its critics by trying to provoke fans and powerful clubs like Barcelona and Real Madrid, plus the men’s national team, into backing its efforts to save Rubiales’ job. Rubiales is also a UEFA vice president.
Spain’s top clubs are due to take part in Thursday’s Champions League group-stage draw being made by UEFA, and the men’s national team has games on Sept. 8 and 12 in qualifying for the 2024 European Championship.
FIFA opened a disciplinary case against Rubiales on Thursday after taking control of the process because it organized the Women’s World Cup. Rubiales’ behavior during and after Spain’s 1-0 win over England in the final on Aug. 20 in Sydney, Australia, has focused intense scrutiny on him and his five-year management of the federation.
FIFA, however, did not invoke its version of the rules against government interference to protect Rubiales.
The Spanish federation then urged UEFA to act, reportedly in a letter sent Friday, the same day its embattled president defiantly refused to resign at an emergency meeting.
The FIFA suspension prevents Rubiales taking part in official business and having contact with other officials, including in Spain’s bid to co-host the 2030 World Cup with Portugal, Morocco and possibly Ukraine.
FIFA disciplinary judge Jorge Palacio also ordered Rubiales and the federation not to contact Hermoso. She has said the federation pressured her to publicly back Rubiales.
Newly crowned as world champions, though drawn into a national scandal they did not seek and has distracted from their triumph, the Spain players have said they will not play any more games for as long as Rubiales is in charge.

DOHA: Iraq qualified for the men’s soccer tournament at the Paris Olympics with a 2-1 win over Indonesia in the third-place playoff at the Under-23 Asian Cup on Thursday.
Ali Jasim’s extra-time winner means Iraq take Asia’s third automatic place at the Olympics. Japan and Uzbekistan, who meet in Friday’s cup final, have both already qualified for the Paris Games.
Indonesia took the lead after 19 minutes at Abdullah bin Khalifa Stadium in the meeting of the two defeated semifinalists when Ivar Jenner scored from outside the area.
Eight minutes later, Zaid Tahseen headed home at the near post to make it 1-1.
The game went to extra time and Iraq took the lead in the 96th. The Indonesian defense misjudged the bounce of a long pass allowing Jasim to run free into the right side of the area. He sent a powerful shot across the diving goalkeeper to put Iraq on the brink of their sixth Olympic appearance.
Indonesia, still searching for a first Olympic appearance since 1956, almost took the game to a penalty shootout in the final action but Justin Hubner’s header was cleared off the line.
There is still one more opportunity for Indonesia. They will face Guinea in a May 9 playoff for a place in Paris.

MANCHESTER, England: Germany has beaten the English Premier League to a bonus fifth Champions League place in next season’s revamped and expanded competition.
Borussia Dortmund’s 1-0 win over Paris Saint-Germain in their semifinal first leg on Wednesday confirmed Germany would join Italy in being granted an extra berth.
It had largely been assumed England would secure a bonus spot, given its recent success in Europe, including having Champions League winners in three of the last five seasons.
But Dortmund’s win means Germany can’t be caught in UEFA’s ranking system by England, which has only Aston Villa still playing.
The fifth spots were based on performances from each country this season in the Champions League, Europa League and Europa Conference League.
It means three-time European Cup winner Manchester United will miss out on next season’s Champions League.
Villa and Tottenham — competing for fourth place in the Premier League — also know there will be no back door entry to the biggest stage in Europe.
Villa, England’s only remaining team in Europe, have advanced to the semifinals of the Conference League. But even if Villa go on to win the third-tier competition, they cannot amass enough points for England to overtake Germany, which still has two teams in the Champions League and one in the Europa League.
UEFA’s ranking system gives points for each game a team wins or draws in European competition, with bonuses attached to advancing to different stages.
Since 2005, England would have qualified for a fifth place in the Champions League in 14 of 19 seasons. And despite having finalists in five of the past six editions, English teams’ disappointing performances this season have wrecked their chances of an extra place.
Man United and Newcastle failed to advance from the group stage, and Manchester City’s quarterfinal loss to Real Madrid was the defending champion’s earliest exit from the competition in four years.
In the Europa League, Liverpool were surprisingly eliminated by Atalanta in the quarterfinals.
In contrast, German teams have excelled. Bayern Munich and Dortmund have reached the semifinals of the Champions League and Bayer Leverkusen is into the last four of the Europa League.
Dortmund, fifth in the Bundesliga, guaranteed a place in next season’s Champions League by beating PSG.
Roma are currently fifth in Italy.
The Champions League is expanding from 32 to 36 teams next season to allow for a new league phase that will replace the existing group stage.
Via a seeding system, teams will be drawn to play against eight opponents, home and away in one league format.
The top eight teams will advance to the round of 16. Teams that finish from ninth to 24th will face a two-leg playoff in order to advance.

GENEVA: A soccer politics dispute between Algeria and Morocco over a map of disputed Western Sahara territory on a team jersey will go to a full appeal hearing at the Court of Arbitration for Sport.
The court said Thursday the two sides “are currently exchanging written submissions” and set no timetable for appointing a panel of judges and setting a date for a hearing.
The Algerian soccer federation and the USM Alger club from Algiers are challenging a decision by the Confederation of African Football to let Moroccan club RS Berkane wear a team jersey that includes disputed territory on a map of Morocco.
The dispute already affected the teams’ semifinal of the CAF Confederation Cup, in which USM Alger are the defending champion. Neither semifinal game scheduled on April 21 and 28 was played and both were awarded by CAF as 3-0 wins to Berkane.
Berkane are scheduled to play the two-leg final on May 12 and 19 — against Zamalek of Egypt — and the court did not indicate Thursday if the Algerian appeal will be judged before those games.
Western Sahara is a former Spanish colony annexed by Morocco in 1975. The United Nations brokered a ceasefire between Morocco and the pro-independence Polisario Front, which is supported by Algeria, that held until four years ago.
Algeria cut diplomatic ties with Morocco in 2021.
The laws of soccer state that “equipment must not have any political, religious or personal slogans, statements or images.”
Berkane arrived for the April 21 game in Algiers and had their team uniforms seized at the airport by Algerian authorities.
CAF refused an Algerian request to prohibit the shirts and, after Berkane refused to wear replacement shirts provided by USM Alger, the game did not go ahead.
CAF ruled the Algerian club were in breach of competition rules and Berkane were awarded a 3-0 win by default.
An urgent appeal by the Algerians to suspend CAF’s ruling on the shirt was denied last week by the sports court in Lausanne, Switzerland.
On April 28, USM Alger went to Berkane’s stadium for the second leg but refused to play if the hosts wore the jerseys with the map. CAF awarded a second default win to Berkane.
The full appeal in the case has now been brought against CAF, the Moroccan soccer federation and Berkane. One of the African soccer body’s most influential officials, FIFA Council member Fouzi Lekjaa, is president of the Moroccan federation and a former president of the Berkane club.

DORTMUND, Germany: Niclas Fuellkrug gave Borussia Dortmund a 1-0 win over Paris Saint-Germain in their Champions League semifinal first leg on Wednesday as the journeyman striker outshone superstar Kylian Mbappe on the night.
Seeking a return to the final for the first time since 2013, the 1997 winners were dogged and determined, outmuscling their heavily favored opponents in front of more than 80,000 fans.
Fuellkrug, playing in his first Champions League season at the age of 31, collected a lofted pass from center-back Nico Schlotterbeck in the 36th minute and blasted a low shot into the left corner of the net.
PSG, led by Kylian Mbappe, hit the post twice in quick succession early in the second-half but could not break through.
“I think we today showed a classic team performance. Each helped the other to win the game. We needed a bit of luck a couple of times, but we can be very satisfied with our performance,” said long-serving center-back Mats Hummels.
“It was a very satisfying, very grown-up performance from us.”
Dortmund, who had already lost and drawn against PSG this season in the group stage, can continue to dream of a return to Wembley 11 years after their last Champions League final.
Despite the setback, however, PSG will remain confident of overturning the deficit at home next week against a side they thoroughly outclassed at their home venue in September.
“The Parc (PSG’s stadium) and our supporters are giving us hope for the second leg, and we know we can do much better,” PSG captain Marquinhos told Canal.

Nowhere was the contrast between the two clubs greater than PSG’s global superstar Mbappe, playing in his last season for his hometown club, and journeyman Dortmund striker Fuellkrug, who was playing second-division football this time two years ago.
Spurred on by a passionate home crowd who booed and whistled every Mbappe touch, Dortmund had the best of the opening stages, Jadon Sancho shining down the right flank.
Marcel Sabitzer had Dortmund’s best chance of an opener after 14 minutes, blasting straight at Gianluigi Donnarumma from a tight angle.
The opener came after 36 minutes thanks to some superb old-school forward play from Fuellkrug.
Center-back Schlotterbeck had the ball well in his own half and thought about a safe pass back to the ‘keeper but instead punted it forward, with only Fuellkrug aware of the idea.
The striker controlled the ball with one touch and drilled a low shot past a helpless Donnarumma.
Fresh from wrapping up the Ligue 1 title at the weekend, PSG had few chances despite their attacking riches in the opening half, registering zero shots on target.
The visitors however sprung to life after half-time, Mbappe rattling the inside of one post seconds before former Dortmund wing-back Achraf Hakimi rattled the inside of the other.
PSG should have equalized after 56 minutes, Marquinhos curled a beautiful pass through a crowded Dortmund box but Fabian Ruiz’s diving header went wide.
Another former Dortmund player Ousmane Dembele blasted over right in front of goal with 10 minutes remaining.
The impressive Sancho laid on an excellent pass for Julian Brandt with moments left but Dortmund’s hopes of a second were snuffed out by some desperate PSG defending.
The victory, along with Tuesday’s 2-2 draw between Bayern Munich and Real Madrid in the other semifinal, guarantees Germany rather than England or France an extra Champions League place for next season.
That has already secured Dortmund’s place in the competition next season.

LONDON: Mauricio Pochettino says Chelsea’s medical and coaching staff are trying to work out why the club have been so badly plagued by injuries, with as many as 14 players likely to be missing for Thursday’s visit of Tottenham.
Defenders Thiago Silva and Axel Disasi are the latest additions to the list since Saturday’s 2-2 draw with Aston Villa, in which the Chelsea boss was forced to name five academy graduates aged 20 and under on the bench.
The Blues’ campaign has been badly disrupted by the unavailability of players, including several acquired at huge expense as part of a £1 billion ($1.25 billion) transfer spree over the past two years.
Notable absentees include Wesley Fofana, who has not played all season after undergoing surgery on an ACL injury, and forward Christopher Nkunku, who has been limited to seven Premier League appearances.
Romeo Lavia has played only once for the club while Reece James and Ben Chilwell have also had lengthy spells out of the side, who are in mid-table.
Last week it was confirmed that Enzo Fernandez, signed for a then-British record £105 million in January 2023, will not play again this season following a hernia operation.

“It’s difficult to explain with one word or in one sentence. Of course we are working on trying to improve. We have an amazing staff — medical staff, coaching staff. They have experience in managing clubs and being in this business.
“When some circumstances arrive, sometimes it can happen. We need to now, until the end of the season, put all the information on the table and try to be better next season.
“We need to improve in communication, dynamics, strategy. Everything to do with our knowledge to improve and coordinate better.”
Pochettino paid tribute to veteran Brazilian defender Silva, 39, who is leaving the club at the end of the season after a four-year stay.
“He’s an amazing guy and amazing professional,” said Pochettino. “Playing until nearly 40 years old is an amazing career.
“Of course, the players, the fans and club are going to miss him. But he’s happy, he’s so proud of his career here at Chelsea. We wish him the best because he deserves the best.”
