JEDDAH, 25 May — Custodian of the Two Holy Mosques King Fahd yesterday reshuffled the Shoura Council, increasing its strength from 90 to 120 and injecting new blood to the consultative body.


Shoura Council President Muhammad ibn Ibrahim Jubair retains his position but his deputy, Dr. Abdullah Omar Naseef, is replaced by Bakri ibn Saleh Shatta, according to royal decrees issued yesterday.


The new Council, which saw appointment of 62 new members, will begin its four-year mandate tomorrow. As many as 55 members in the last Council have retained their position, 13 of them finding a place for the third time.


“We hope (the Council members) will continue their efforts to serve their religion and country,” the official Saudi Press Agency quoted King Fahd as saying. He thanked the outgoing members for their effective participation in the Council’s various subcommittees.


King Fahd also issued orders yesterday extending the service of several provincial governors, deputy and assistant ministers and top officials for four years.


Among the governors who received extension are Prince Salman of Riyadh, Prince Khaled Al-Faisal of Asir, Prince Muhammad ibn Saud of Baha, Prince Faisal ibn Bandar of Qassim and Prince Fahd ibn Sultan of Tabuk.


Prominent officials who got job extension for another four years are: Dr. Nizar Madani, assistant foreign minister, Hamad Al-Sayyari, governor of the Saudi Arabian Monetary Agency, Dr. Khaled Bakr, director general of Saudi Arabian Airlines, Dr. Hamoud Al-Badr, secretary-general of Shoura, Dr. Ali Al-Khalaf, chief of the Presidency for Civil Aviation (PCA), Dr. Abdul Rahman Al-Suwailem, president of the Saudi Red Crescent Society, Dr. Abdul Aziz Muqrin, mayor of Riyadh and Ibrahim Balghanim, mayor of Dammam.


King Fahd appointed Abdullah ibn Abdul Rahman Al-Hosain as the new governor of the Saline Water Conversion Corporation (SWCC) and Dr. Ali ibn Nasir Al-Ghafees as governor of the General Organization for Technical Education and Vocational Training.


King Fahd introduced the Shoura Council system in 1993 as part of his political reforms. The Council’s role is to advise the government on various political, economic and social issues. It also drafts domestic rules and regulations and studies international agreements and charters. King Fahd also formed regional consultative councils in 13 provinces, taking steps toward giving Saudis more say in running the country’s affairs.


The new list of Shoura members showed that it included technocrats, academics and businessmen as well as retired senior officers and engineers. The number of Shoura members was earlier raised from 60 to 90 in 1997.


According to statistics published by the Council, it conducted more than 400 sessions, took 374 decisions, discussed 161 reports of ministries and endorsed 73 agreements during the past seven years.


Various issues and systems are referred to the Shoura Council. Its specialized panels then debate them in detail. After they are discussed by the full membership, voting on a recommendation takes place. The Shoura’s views are taken into consideration by the Cabinet before endorsed by the king.


The Shoura represents the brass of society. In recent years most of the new ministers were selected from the body.


They included Labor and Social Affairs Minister Ali Al-Namlah, Planning Minister Khaled Al-Gosaibi, Haj Minister Iyad Madani and Assistant Foreign Minister Nizar Madani. Dr. Khaled Nahhas, a former member, was appointed yesterday as the new mayor of Makkah, replacing Fuad Ghazzali.


Outgoing members include Dr. Hashim Abdu Hashim, Abdul Hamid Hariri, and Dr. Abdul Aziz Daghestani. Prominent among the new faces are: Osama Kurdi, secretary-general of the Council of Saudi Chambers, Dr. Bakr Khushaim, director general of the Saudi Electric Company in the Western Province, Abdul Rahman Al-Yami, president of Saudi Telecom Company, and Suleiman Al-Khereiji, a well-known Jeddah businessman.
